Can t find where you set the Global Announcement anymore

I can t seem to find where you set the text for the global announcement block

OK found it hidden in the Moderator window of the profile drop down

 

sadly its not really a 'global announcement' if you have to go in to every app and pages that you want it to appear on and add it via the blocks managmenet.
