I don t understand...blog permissions should be a tab here

The edit group is not permissions, its settings where you turn options on or off

Shouldn t there be a permission tab here? I find it strange that the blog permissions do not work like permissions but settings

Blogs that are created by users are not the same as forums and categories set up by the site owner. If Blog had categories you would see those here.

There aren't really permissions for Blogs, exactly. The end user defines who can view and comment on their blog, and who can't (as was the case in 3.x), and if limited, is defined on a per user basis rather than per group.
