Why do we have to pay to change the url if it's within the same domain name? Or am I missing something. I can understand if it's a different one all together. But if it's within the same domain name?

The most important bit in the thread - open a support ticket and explain the situation. I did the other day and they were indeed very nice and helped out.
Nathan is right. The policy was put in place for good reason, but the folks here at IPS are also humans and realize there are varying circumstances and are always willing to work with you if you take the time to explain what is going on and such.
