Leif Siskey Posted July 13, 2013 Share Posted July 13, 2013 I use the IPS to pay. After the payment ICBC Internet Banking indicating success. The merchant did not receive the money. I give IPS customer service call, they say exhausted already appropriated for the merchant. My bank is indeed less than the money to pay for it. May I ask how is it?
