I am having issues getting ipboard on a new server, I didnt want to deal with domain stuff yet, is it possible to just type in the ip address to view ipboard I have installed?

yes...

Just set the ip address as your 'board_url' in your conf_global.php...

You'll also need to do the same for your upload url in your settings.

How would I do that on a clean install? Because it doesnt appear conf_global.php is there on a fresh install.
