You can't allow anonymous logins on a group-basis because it's an option only available when logged out, and at that point everyone is in the Guest group. There's no way to know that a certain guest is a logged out staff member as opposed to a logged out regular member in order to only give the staff member the anonymous option. You can't login anonymously when anonymous login is disabled. I guess you could go into ACP and enable it and then log in, but that's not really practical.
