I think that such an addition would be a handy option and it will make for a more organized system to keep all the custom css edits/coded added to the forum in one single place, separated by the other css template files.

What do you guys think about it?

Not really needed as you can make the css file yourself to contain anything you want, such as, custom css edits/code.

Yes, it is not needed per se. But I think that storing all the custom css edits or added code in a separate file will make for a better keeping. Ah, it was just an idea.

Well, that's up to you to implement. [For what it's worth, I'll probably be doing so in the next iterations of my skins.] All the mechanisms are already there, though.
