Example, click a chat now button and a pop-up would appear on the user being requested to chat that says something like "Member xxx wishes to chat with you now." When people see no one is in the chat room they are unlikely to use it, but if they see a member online they are friendly with and could invite them to chat with a click, I think it would increase use.
