Allow polls to be viewed without casting null vote if you haven't already voted

Following on from my bug report, which wasn't actually a bug (ie. working as intended), I would like to see polls changed so it's possible to view the results without casting a NULL vote when you haven't voted.

If there's a need for the current behaviour (which seems odd and un-intuitive IMO), then an extra option is needed during poll creation.

Please post a reply if you support this proposed change, as it's more likely to happen if many people want it.
