Show warn level (always)

Why o why guest and normal members can't see post authors warn level.
Only moderators and admins see warn level of all post authors.

in templates / userInfoPane:
<if test="authorwarn:|:$author['warn_percent'] !== NULL">

$author['warn_percent'] is not empty (zero or more) only if admin or mod is viewing post.

If guest (or normal user) is viewing post the $author['warn_percent'] is empty (or not set / NULL??).
Is there any way to always show user warn level?
