From an Admin's point of view, it would be nice to have some control over notification options. Put simply, be able to limit which options can be have email notifications sent out and also be able to limit email notifications (except PM's) to being delayed or daily.

This would be helpful for admins on hosts where the number of emails are limited per hour.
