How to use sphinxTemplate.php?

Can you clarify what it is you want to know? Are you wanting to setup Sphinx, or are you trying to integrate a third party solution with Sphinx?

sphinxTemplate.php is used to create a template for the sphinx config file (so that IPB can properly build it to support all of your third party addons). If you are wanting to setup IPB to use sphinx, there's an article on the resource site:
