Why isnt URL rewrite done through php

why isnt URL rewrite done through PHP with an "if" clause so that the old forum urls and new URLs can be used interchangeably??

there is so much going on in the background that it takes 1.5sec to load the forum, so you might as well LOL

Rewrites are done trough PHP, and old URL's can still be used.
