The encoding is not an issue as we use unencoded builds of IPB anyway (thats how Shoutbox and Tracker are being ported). I installed ipb 3 beta 5 on a test board and upon registration page the packages weren't available. I suppose this was done intentionally since subscription manager hasn't been released. Hopefully IPB can at least get it working properly as their subscription manager has been severely broken in many ways (bugs) for many years without any resolution.
