I think it is a js error heres the code in the page.

It's nothing special - it's just a notice for us. It's only supposed to display to staff, but we'll get that fixed.

Looks to me like a notice that someone is editing the source code of the page live and the system is tracking the changes and notifying staff so that if they see something wacky they know why.
