It's actually *using* it, in the manner described, *if* IPS' TOS specifies that you must be 18 to purchase a license. ****** I don't know that their TOS does or doesn't require that, just pointing out what I think would be the most likely point that there could be a problem. If there is no such age clause you should be able to do it. But maybe it's best if you contact Sales directly to make sure.
