[Suggestion] Anonymous members

Pretty sure this has already been suggested a few times :unsure:

Anyway I think it would be nice to allow a bit more flexibility with who is allowed to see members who have chosen to login anonymously.

Ideas...

1. Expand the current system slightly (so that all those who have ACP access can see them, rather than just root admins)

or

2. A setting for each member group (Something like a radio button "Can view anonymous members" Yes / No)

or

3. A general "who can see" setting in Tools / Settings (multi-select groups allowed to see)

I requested this before. And also a setting to exclude admins from being shown to any group.
