Add skin logic support to custom bbcode

For instance, if I only wanted x groups to be able to see the output generated by the custom bbcode, I could use

<if member[ 'mgroup' ] == '4'>

Not sure if the actual skin logic is correct, but you get the point.

This will be entirely possible with 3.0, given that it supports plugins. :)
