Its in the paid guidelines aswell, but mainly its because if they were in their own category, only people specifically looking for paid resources would find them. This way, is kind of a free advertising system for mod authors, it allows people to see their paid work with the rest of the downloads, and someone might end up looking into it more :) Link to comment Share on other sites More sharing options...
