Where do i report what i think is an illegal board?

Well i don't know if this is in the wrong section but i need to know if a forum is an illegal version of IPB 2.3

I reported a board with ni copyright years ago and nothing ever seemed to happen to them until someone hacked them.

When I got to an error message, it said:
