if a small script can be included so that if any forbidden file like .php extension file is uploaded
it would send a email to admin telling code of the file n file location. n may be rename the file to \.php.old

You can already stop extensions you deem unsafe from uploading. If I ran this email feature on a large board I would probably hang myself due to the LARGE number of blocked uploads. If I stop them from uploading the file I am not going to ban them.

If a file type is "bad" it's not uploaded - the file is discarded and an error is shown. I'm not sure that we'd want to allow the filetype to continue to upload and get stored somewhere else, or it would defeat the purpose of setting allowed file types.
