Make them only visitlbe to groups that can reply to closed topics.

But you can still use the quote button within other topics. :)

I've just this minute 'quoted' Rikki from a closed topic.... and it worked....

In that case leave the "Quote" button, and hide the "Reply" button. The "Quote" button isn't useful inside the closed topic unless the "Add Reply" button can be used, and it gets replaced with a "Closed" button. So you can "Quote" from a locked topic and use it in another topic :).

If you were to take them out, it would leave an empty space to which would look very ugly.

They are built dynamically. If the reply is removed by the programming quote will be in the location reply once was.
