Of course we will encourage you to upgrade, we would still be using Windows 95 otherwise, but encourage does not mean require. Or did he interpreted my question correctly?If there is a bug in IPB 2.2.x, and it is fixed in IPB 2.3.x, it is recommended to upgrade to take advantage of the bug. Not all bug fixes can be back-ported for older versions.
