User Specific Permissions?

Is it possible to set specific users to have specific permissions? Like if I have a person labeled as Moderator, and he moderates like 2 or 3 forums, he automatically gets moderator permissions I set there. But what if I have someone who is something like a Graphics member, they get permissions from the Graphics Team (Permission Mask), and I can do a 2nd permission mask for the abilities. But you can only do that to UserGroups right? Is there anyway to change a user's permissions specifically? Like in phpbb2?

When I am in Management in the ACP and go to Manage Members, there isn't anything that I can find where you can edit their specific permissions for forums.
