1) How come members can't use this?

2) Can there be more than one reason for editing?

i.e. A member called Fred edits his post (reason for editing - "Spelling mistake"). An Admin edits Fred's posts (reason for editing - "No links to other sites allowed").

3) Can you add a reason for editing from "Quick Edit"?

1) No idea, I think it should be.
2) Don't think so.
3) Yes.
