One of my users recommended this and I thought I would suggest it.
Member ranking that has 2 parts to it... number of posts, and length of time as member. In an effort to get people to post, but not spam.
for example... to become a Gold Member you need to have 50 posts and be a member for 30 days.

Couldn't agree more with this idea, im sick of seeing people join and then spam in just a few days to get a new member ranking.

This should be settable so it is also by how long they have been a member on the forum.

It sounds good but What if you have membes on your board not watning to post but you have given that group access to something vital like the gallery and what not. all the user would have to do is sit there and wait for it to upgrade

The thought is that it would require both.
Say, 90 days and 90 posts... or something like that.

Yeah, I agree. Include both in it. Or if someone made a mod, they could also integrate points into it for people using points systems.
