Include "voting", "registering" and "validati

The ACP IP Tools clearly has access to the IP data on registration and other logged member IPs when you search by IP or IP range (wildcard), but when you search by member name , you only see the IPs posted from. I would like it to return a more complete record of the member's IP use. I think it used to do that, and others have confirmed this impression, but that's not the behavior in 2.1.5 (plus all patches)

I rarely need an incomplete report. I usually want all available IP info.
