Start/End times per group/optional

Start/End times is a great new feature Matt :thumbsup:

Some people don't like them and would like to be able to disable them completely, others would like to be able to make it a per group setting.

So I have this idea:

Per group setting, can set start time, can set end time (both separate, yes/no choices)

Then in the post topic screen, have it be minimized by default, but clicking on a + sign or a down arrow would open it up to reveal the options. (Obviously have a title on it such as "Timed options" or something)
